Located in the Bay of San Francisco, Alcatraz attracts visitors from around the world who visit its blocks of ruined cells, listen to stories of old intestines and discover infamous criminals once there.
Closed in 1963 due to high costs and decomposition, prison would need massive and costly repairs to be usable.
Critics warn that the conversion of the site to a functional prison would be faced with strong legal, environmental and community obstacles.
The island is protected by the National Park Service and houses nesting birds and other wild animals.
