The conservative political union of the CDU / CSU of Germany and the Social Democrats of Center-Gauche (SPD) signed a coalition agreement in Berlin which opens the way to a new sworn government on Tuesday.

The agreement renews “the promise of the social market economy – opportunities and prosperity for all” and affirms that the new government will strengthen Germany's defense capacities to protect freedom and peace.

Intelligence services and the police must receive prolonged powers and in the case of certain criminal offenses, security services will be authorized to use artificial intelligence to analyze the data accessible to the public.

The parts of the coalition also announced a “new, more coherent approach to migration policy”.

The plan is to suspend voluntary admission programs and family reunification. In addition, asylum seekers must be refused at the border “in coordination with European partners”.

A new law is provided for the federal police which will request the detention under expulsion for foreigners forced to leave the country.

The partial legalization of cannabis initiated by the previous government must be “openly examined” in the fall.

Tax relief

In the preamble to the agreement, the parties reaffirm their commitment to the social market economy in order to create “opportunities and prosperity for all”.

Measures are planned to reduce energy costs, accelerate authorization processes and soften some of the charges on the founders of the company.

In the midst of the legislative period, the coalition plans to relieve the burden of small and medium revenue by reducing income tax.

In addition, tax incentives must be created for longer working hours. A reintroduction of the reduced VAT rate by 7% for the catering sector is planned from 2026.

The document indicates that the coalition is attached to the Paris climate agreement and the objective of making the German climate neutral by 2045.

The coalition also plans to abolish the so-called heating law, which was introduced by the previous government, and to replace it with a new building law of the building.
