Ken Philipps, known as the “The Dog Bite lawyer”, joined the newspaper to weigh on a dog attack which sparked national indignation. In New York, a 16-pound chihuahua named Penny was mutilated by two pit-balls during an attack taken on the camera. Passers -by rushed to help, but Penny has suffered serious injuries, including multiple perforation injuries and two six -inch notches. Its owners say it is a miracle that she survived. The police told them that they could not take measures because, under the law of New York, dogs are considered as goods, making the incident a civil affair. Now, state legislators offer the “Penny law”, which would criminalize the manipulation of negligent dogs and penalize the owners who flee from an attack.
