Some teams did not need great off -season. The Philadelphia Eagles have an excellent deep and expensive list that has just won a Super Bowl. They were not going to make huge movements, and it was ok.
At the other end, the Patriots of New England had a ton of wage ceiling space, a good project capital and as many holes as any list of the NFL. They had to do their reconstruction with great off -season, and did exactly that.

There are still a few veterans available, either in a free agency (Aaron Rodgers, Amari Cooper), or perhaps in a trade (Jalen Ramsey, Kirk Cousins), but most of the NFL offseason is carried out. It's time to take a look at which teams had the best and the worst seasons by classifying them all:
