The construction company had previous problems
The tower was a spouse between Italian -Thai development – a longtime Thai construction company – and China Railway n ° 10, a subsidiary of China State Railway Chinese, a group behind many large -scale infrastructure projects in China and abroad.
The organizational structure of China Railway No. 10 had three Thai nationals holding a majority of the company's shares while a Chinese executive held the remaining 49%.

The law enforcement officials arrested the three Thai nationals and the Chinese man, whom they named Zhang Chuangling. He was charged with suspicion of using only Thai nationals as a name shareholders.
