A power failure on Monday caused chaos in Spain, Portugal and parts of France, leaving millions without electricity.
The Spanish Prime Minister Pedro Sanchez said the state of emergency as midnight approach and only half of the country's power had been restored.
His Portuguese counterpart, Luis Montenegro, said that the authorities were investigating the disturbance, but there was “no indication” of a cyber attack.
Chaotic scenes have shown that families sitting in their homes lit by candles, disturbed traffic, thousands of people trapped in metro tunnels and people unable to pay with card.
